Short babies... clothes question

My little guy is pretty short. He fits well in 9 mos shirts and onesies from Carters and the length is good in pants in 6mos Carters but they're starting to get a little tight in the waist. Has anyone found a brand that runs short? I really don't want to have to hem all his pants and his shorts look like old lady peddle pushers.
