In the center of your screen above the blue bar for "new discussion" and below the "sign up for the bump" banner there are 2 dots, 1. green one & 2. grey one...they serve no official purpose. Do you see them?

    Dots go away if you log in. I had dots this morning and then logged in even though it seemed like I already was logged in because I had all these notifications. But, I logged in anyway and the dots and the banner went away.
