21month old bathroom obsession/drama

Hello fellow parents! I have a question. My 21 month old daughter knows when she has to pee shell go and sit on the potty and sometimes even poop! But now she get in these moods where she'll say pee pee and then just want to hang out in the bathroom and ill ask her do you want to sit on the potty and shell say no. But the. Ill try to take her out of the bathroom because i tell her we dont play in the bathroom and 2 seconds later shell say pee pee and she ll do the exact same thing. And then shell start throwing a fit and keeps saying pee pee but wont sit on the potty. Shes not afraid of the potty i know that. But it get frustrating because i don't know what to do. I dont want to tell her no we arent going potty. Amy sggestions?

What's wrong with her hanging out in the bathroom?

My daughter does this, but only at bedtime. We think she does it because she knows we will let her up to use the bathroom.
