For me it's a difficult decision between up between mascara and lipgloss/Chapstick. But if I were only allowed 1, it would have to be lipgloss/Chapstick. I can NOT stand to have dry lips. I pick them and then they bleed. My face looks naked without mascara but I'll take a naked looking face over bloody lips.

Eyeliner! I have dark lashes so mascara helps but it's not a necessity. Or, actually, maybe powder. I put powder on every day (or I used to pre baby) even if I wore no other makeup. It keeps me from getting so shiny and ever so slightly evens out my skin tone.
Definitely Burt's Bees chapstick. I pick my lips too @JordyInIndy so I have to always have chapstick. I do it as more of an anxiety outlet rather than dry lips but chapstick still helps some.
Can we extend it to beauty products? Because I would choose anything with benzoyl peroxide. I forgot I can start using it again. Blackheads...begone! Otherwise I'll pick mascara too

One word...Clarisonic. Ok one more word...cetaphil
if Chapstick doesn't count then I think I'd have to go with mascara. I have really long eyelashes but they're blonde so if I don't wear anything, I look sick and tired. this one was hard!!
Going even a few hours without lip balm drives me batty. If we don't count that as makeup, then I definitely need mascara!
I just started using some "Better Than Sex" mascara (the names just get more and more scandalous). It looks like a clumpy hot mess on the wand, but applies surprisingly well!
I'm with @Avswolf - even though my brows/eyelashes are so light, they are about invisible... I don't wear makeup. I never really had a great 'teacher' and it was always too much of a hassle. To this day, it's about a 50% chance of mascara/eyeliner turning me into a raccoon! Too scary to chance it for the most part! And yes, I turn 30 this year...
