Sentence question (SLP?)

For the SLPs on the board, but for anyone who knows - what counts as a sentence at this age? Is it just two words strung together? For example, DS says "Hi Dada" and "Hi Mama," but he also says "Door...keys...open" and "Garage...car...go." There are pauses between the words but he is connecting the idea of going to the garage, getting in the car, and going. He'll also say longer ones like "Outside...shoes...tree...bubbles...pop." (We go outside, put on shoes, sit under the tree, blow and pop bubbles.)

Would you consider that a sentence, or does it need to have syntax?
