I believe it's as soon as the cord falls off. We haven't really done any yet though, I keep forgetting, but you can also put the baby on your chest and lay flat for tummy time also, that's what I have been doing lately.
If I remember correctly we started almost right away after the cord stump fell off. DD really hated it. In the very beginning we didn't do it every day and it was much less than 1 minute at a time. We did it more on top of my chest or DH's chest since she tolerated that better.

My doctor said that we could do tummy time as soon as the cord falls off. I've been doing tummy time with the baby on my chest until then (his cord just fell off today).

this is what we've been doing and he's only 3 days old. I lay down and put him on my chest. Hell use his muscles to try and lift to see me.

Can't remember when we started tummy time on the floor, but I'm sure you can ask your pediatrician what they recommend.
