Waking up hangry

One of my 3 week old twins latches and nurses well but he wakes up from naps screaming hungry. Sometimes he sleeps for an hour sometimes 2.5 and will still wake up screaming and rooting around. We feed on demand so I just do a quick change and then feed right away but is this normal? Anything I can do to minimize it?

His sister is much calmer and easier to soothe so I feel bad that I always tend to him first since he's screaming. Feel free to tell me it's normal, I just needed another opinion. Thanks!
