Torrid & JCPenney.com. In store Penney's doesn't have a lot, but I've had success online. I like a lot of the ones at Torrid. Mainly because they make me feel like I'm young enough to still be wearing them. :-)
Also, I discovered this site last week and haven't ordered anything yet, but I really, really, really want to. When I'm not pregnant. This might be a good option for you since you said you're different sizes on top than on bottom. You can customize dresses by size and even change the straps, neckline, etc. This site has such cute prints. I mean come on, they have a flamingo dress!

I don't have any hips or butt. I could literally wear a 12 to 14 pant but an 18 to 20 top. So I need something at the natural waste that a lines out. Or an empire waist type dress. I would not mind my size if my weight was proportional.
Shoot, someone on here just had the perfect dress.....hopefully I can find it.
