Anyone's LO have an allergy or allergies?

I have 4 month old twin girl. Baby B (Harper) has had congestion since she was 2 weeks old. Doc hasn't been concerend about that. After doing some research on her symptoms, I'm wondering f she has a milk allergy or possibly other allergy. Along with the congestion she spits up, is always rubbing her face on my shoulder (exzema - her skin seems bumpy - not baby soft like her sisters) and recently her poo has a snotty look to it (possibly from swallowing all the snot from her congestion?). She also sneezes quite a bit.

We do have a Golden Retriever so I'll put that out there. I just want her to feel better. Both girls are currently on BM only.

Do those symptoms seems like a milk allergy to you?

    Mucousy poop and eczema are symptoms of dairy allergy. I cut dairy and soy from my diet and my son's skin is better, poop is normal, spits up less often. There's a weekly check in on both the food allergy and breastfeeding boards.
