Silly Question

I can't find it in any of my baby books. What week does the baby's vocal chords start to develop? I'm 35 weeks, and last night when I was talking to baby, I swear he started talking back! It was sort of like a moaning/humming noise. I know he can hear me, but I didn't know I would get to hear him! What if he cries? How do ya'll soothe your crying LO's when they're still on the inside???
