Dirty Lurker... We went for my daughter's 3rd birthday and spent an entire day at Kalahari. They have a little kid area and a bigger little kid area. Little kids can go in the wave pool too as long as they have a life jacket on (which they provide). She went down the same slides about 1 billion times and loved it.
We ate in our room a lot to save money (bought provisions at Wal-Mart) but we did eat at Buffalo Phils (I think that was the name, they have a train that delivers food - although we did not wait for one of those tables) and we also went downtown dells and at The Distillery. My kid ordered the mac and cheese, which comes piled on top of tater tots and then smothered in more cheese. It was seriously amazing - I should have gotten it myself.
We went in the winter though, so if you are going in the summer I'm sure its very different.
Ditto Tommy Bartlett and the Ducks. Our favorite water park hotel is the Kalahari. Visit the Deer Park too where you can feed and pet deer. Mount Olympus is a lot fun. They have an outdoor water park, amusement park and go-carts. Noah's ark is a blast, but I haven't take my kids there yet.

Wizard Quest! Best attraction for the money and it's a lot of fun. It's like a real life roleplaying game. Lots of fun for kids and adults.
Noah's Ark is an incredible water park. Multiple wave pools, lazy rivers, and a large selections of slides.
The jet boat tours are great and in my opinion, a lot more fun than the duck tours.
Mt. Olympus has what used to be a great coaster, Hades, but ever since they installed the loop and added new trains it is one of the roughest rides I've ever been on. It needs to be re-tracked so ride at your own risk.
We like Great Wolf a lot for that age. We have gone there the last two summers so my son was 4 and 5 and loved it. There are some good stand alone water parks but I prefer the ones in the hotel for young kids because you can come and go and dont feel like you have to stay all day.
Connor loves Buffalo Phils. The kids get a kick out of the train and the buffet is decent. The kids also had fun at Paul Bunyans. They serve food family style there. I have heard Moosejaw is good but haven't been there.
Activities we have done there include Pirates Cove mini golf, Great Northern Railroad, Tommy Bartlett Exploratory, Dells Boat Tour, and Knuckleheads (arcade and indoor amusement rides). I think Connor's favorite things were the train, mini golf and boat ride. If it's nice out, I would stick to more of the outdoor activities.
