Doesn't want to leave

My son will be 3 in May. He's in a stage where he doesn't want to leave wherever we may be. He drags his feet going to school. He doesn't want to leave school in the afternoon. He has a meltdown leaving church.  Once he's in his new place (home, school, church or wherever), he transitions from activity to activity quite well. 

Last night, leaving church, he did the whole "spaghetti legs" thing where he wouldn't walk.  I've tried ignoring it, doing a countdown "2 minutes until we leave!", telling him I'm leaving and walking away (he doesn't care), trying to entice him about the next activity or going home...nothing seems to work.

 It's a total control thing, I get that, but sometimes I just have to get him moving. This is especially important in the morning so I can get to work on time.

Does anyone have any strategies or is this just another lovely part of him being 2 that he will grow out of eventually?

    We try to warn/preview what's coming next a lot. Also if something is going to be a difficult transition- usually daddy picking up from school early so he doesn't get to play outside or playtime before bath/bed is ending- I set a timer. I say "ok, 2 more minutes of trains and then it's bath time." I set a timer on my phone or in the kitchen. There has never been a fight when the timer goes off. He cleans up and marches in for bath.

    We definitely do the countdown with regular reminders. Then we say "bye-bye" to whatever he was doing. For some reason, saying goodbye out loud really helps him with the transition.
