I think so, but this is my first LO so I have limited experience. Of course, I thought he was having bad meltdowns then until he got a little older. He is 21 months now and the meltdowns are much more intense. I remember asking the pediatrician at his 18 month appointment if it was going to get worse (because I didn't think it could) and she said unfortunately yes. Sorry to be the bearer of bad news.
Meltdowns are normal, though I'm not sure toddlers should be having them all day long. DS went through a bad phase of multiple tantrums daily when he was around 12-13m? It turns out that I was changing activities too abruptly for him without prior warning.
Nowadays, if we are about to do something different, I'll announce it to him a few minutes ahead of time, and repeat it several more times, so he doesn't get blindsided by it. Sometimes he'll willingly cooperate (eg, go upstairs to change his diaper; or put socks/shoes on to go out), other times he'll still fight me but not as intense as before.

She continues to do it so I will take it away and give her another toy or we'll go in another room and she'll have a meltdown. That happens a lot in our house.

Are you telling her "no" all the time? I mean, I get that she shouldn't be licking things because she could eventually lick something dangerous but I found that if I picked my battles, DS wasn't so prone to meltdowns. I wasn't always saying no and taking things away. I let him have just enough rope to hang himself if that makes sense. I make sure the area he is in is safe, and I let him do his thing without me always there nagging him.

I agree with this. I really try to limit how much I tell DD no. She licks pretty much everything in sight at this point, and I just try and remind myself that its a phase and she is just helping prevent allergies later and is building her immune system. That doesn't mean I don't cringe sometimes, but if it really isn't going to hurt her or make her sick at this point I just let it go. My big "no"s and redirections at this point are generally reserved for outlets/cords and cat/dog tail-pulling. I honestly can't think of a whole lot that DD has access to or can do in our house right now that would result in me having to correct her. I'm sure there is something, but its not coming to me right now. We keep doors to the bathroom shut so she can't get into stuff in there and baby gates block our stairs and puppy/kitty food/water/litter.
