sorry- this is long...
Dd is in pt for gross motor delay. She's been going 3 months and progress is slow. At her 15 month appt ped thought she'll catch up as she's doing fine in other areas- speech, fine motor, social. Her muscle tone seems fine. He wants to see how pt goes until her 18 month check. Dd is not crawling. She does a butt scoot. She won't bear weight on her feet but recently started pulling up on knees, which was a pt goal to lead to feet. She gets into crawling position and rocks but no further. She gets into sitting on her own.
Yesterday, pt suggested we get a referral from ped to see a developmental specialist. She sees DD every week vs every few months. Problem is DD is awful at pt. She gets super upset and has stranger danger to the max, so pt isn't seeing the best either. We recently started Early Acess (iowas in home state program for under 3), but she's only had one session with them.
Our insurance also won't pay for developmental delay so I bet they won't cover the specialist without a referall from ped (maybe not even with one?) so I don't want to jump past him. How would you proceed?

L has been doing early intervention and outpatient PT since eight months. Outpatient PT had always been a lot of crying because she does a lot of exercises with him and makes him work really hard. PT at home has been a lot easier and he often performs for our EI PT before the outpatient one bc he is comfortable here. Maybe you'll see the same thing. Hopefully we are stopping outpatient PT soon now that he is walking -- they're evaluating him this week.
Hope everything continues to progress well with your little girl!
