Holy Moses! That could change everything. Thank you so much for posting this, Dr. L. I have no idea how this got past me.
My husband is doing some checking right now. This could drastically alter our lives, but an article he found said it only has a 50% chance of being enacted.
I don't know yet. If it becomes law, it means we seriously have to consider the possibility of chancing M's age. I don't know if we'd do it or what she we'd pick if we did. It would be kind of earth-shattering, depending on the change. We have a ton to think about.
The President just signed it into law. This will change many lives and how we fight our case, but we still aren't required to make a change, and may decide not to. Raising his age would deprive him off years of schooling, which he needs. We need a compelling reason to change it.

That what I was thinking Captain. it sounds like he needs to be where he is, school-wise. You can always change is later, right?
I don't know what benefit there would be in changing it once he's and adult/out of school. Really, the only benefit I see in changing it at all would be for his age to jive more with his development and size (which won't be an issue in a couple of years when the other kids catch up; he's not expected to grow much more), so he could feel more like his peers and his self esteem might benefit. But he's dealing with so many other issues regarding his self esteem, I wonder if we wouldn't be better off dealing with them and leaving this one alone.
