My girls scream and cry all day

and I feel like I"m going to snap.  Especially in the case of my 23 month old....the 4 month old can let out a grunt or a whine or a loud cackle and she has a TOTAL COMPLETE MELTDOWN.  I am to the point that I can't take it any more.  What causes this??  The baby can be crying upstairs and if she's down here with me she could care less.  I give her lots and lots of attention so I don't think that's it.  I've reassured her that baby is okay.  I've tried distracting her.  What is it I'm not thinking of?

    Hang in there!  It's hard on the older one when the baby gets so much attention.  Sometimes there isn't anything you can do!  Just know that it does get easier.
