I was just thinking about getting DS a bike with training wheels for Christmas but there were way too many choices in size that I was kind of confused!! He is going to be 4 in january.
It will depend on his height. I was told that you want them to be able to touch the ground from the seat.
My nephew has a 12 inch bike and my daughter (3 at the time) looked silly on it, even at the highest seat position, because she is so tall. When I bought hers I couldn't find a 14 inch anywhere, now I see them all the time. :-/ DD (now newly 4) has a 16 inch. She can just reach the ground on her tippy toes so it is just a little too tall for her. I am hoping that she can touch a little bit better before we want to take the training wheels off.
If you don't want to take him to try bikes out for size, perhaps taking a measurement on the inseam of a pair of pants that fit him well would give you an idea on how high the seat would have to be off the ground. I would then try to find a bike where the seat height on the lower settings is about the same as his inseam. That should give you a rough estimate of what he would need.

DD1 started with a 16" bike at 3 years, and she was 41.5" then. I think the bike was a little big for her, but she wasn't really into biking much. DD2 tried to ride it last summer but needed quite a bit of help.
DD1 moved to an 18" bike at 6 years and 49.5". She finally learned to ride it without training wheels last summer at 7 years (51.5")
If he's tall enough, I think the 16" bike really lasts a long time compared to a smaller bike.
