Ok, I know I ask a lot of DC questions, but please bear with this paranoid FTM
DS is 17 months and his DC has 2 toddler rooms - one for the younger toddlers and one for the older toddlers. They define toddlers as 18 - 36 months. I always assumed that he'd go into Toddler 1 and have talked to the teachers there and know that all his little buddies from the infant room are there now. I was just told this morning by the assistant director that starting in January, DS will go into Toddler 2. When I asked why, she said it was due to ratio and licensing requirements - Toddler 1 is now full. I went and looked at Toddler 2 and all the kids seem a lot older and bigger than DS.
Would you insist on having DS put into Toddler 1?

It seems odd that they take that approach vs as a PP said, take the oldest from the one room and move up to make room for the younger toddlers. Maybe ask about why this is not an option? Overall though that age difference should not be that big of a deal.
I guess one of the reasons I'm more apprenhensive about it is because I've talked to the teachers at Toddler 1 and have watched that class at drop-off and pick-up and it seems like they are teaching them a lot of the basic skills that DS would need - e.g. drinking from an open cup, putting dishes away, etc. and I was really looking forward to that; although I suppose they'd teach him that too in Toddler 2. I also like the teachers better. But that may be because I have no idea which teachers are in Toddler 2.
My son is one of the smallest, if not the youngest in the room. I'm not sure the age range, but I know they try not to move them up from there until they are potty trained. He's doing great and I'm sure your son will too.
I just emailed the director and she told me that there is suppose to be no difference in age range between the rooms, but it just so happens that Toddler 2 currently has 5 kids that are 24 - 36 months and Toddler 1 currently has 8 kids that are 19 - 26 months. So they will put DS in Toddler 2 since there is more space.
I'm still not entirely sure about it but DH likes to have DS play with older kids so I guess we'll just stick with that.
