Shoe size for a 2.5 year old?

I am trying to buy boots for Chloe for next winter cause they're on sale and don't know what size she will be. I would rather buy big, but it would be helpful if you have any ideas to share. We are currently a size 4, but she is small for her age. Thanks so much for your help! :)

    I bought shoes for this coming summer and i am hoping that they will fit.  LO is a 4 so I went with a size 6.  I only bought a couple of pairs so if they end up not fitting then it is no big deal. Since you are buying winter boots maybe buy a 7? Even if they are a bit big you could always layer an extra pair of socks which would work out great since it is cold.

    I want to say six. My oldest dd is 4 and I think we had a size 5 boot for her, but she was wearing a size 3.5 at this time. So six would be safer.
    Also if you leave the tags on, you could probably exchange them.
