I don't know if putting it on concrete blocks would be a good idea. Can't you just put it on the grass/ground? I would hate to see lo fall and hurt herself on concrete blocks. If you put rubber mats down on top it might grow mold trapping moisture in between.
Yeah, concrete and toddlers don't mix. How about rubber mulch? Very suitable for play areas where falls are possible. A less expensive alternative is wood chip mulch but it doesn't last as long and may need to be reapplied depending on how long you plan to use the area for a playlet
i don't have one now, but I had one as a kid and LOOOOOOVED it! Ours was on a concrete block foundation--- so the house was set up on concrete blocks (I have no idea what the engineering logistics of this were), but it was super sturdy. Regular ground (dirt/grass) was underneath the concrete blocks
