A drop in blood pressure is the most common side effect of an epidural. Even if your blood pressure is already low it can make it dip to dangerous levels. If it's high it can bring it down to normal.
I had chronic hypertension in pregnancy but did not take medication for it. I was not required to get an epidural during labor, but I did request one. My blood pressure dropped significantly when the epidural was first placed but they gave me some extra medicine and fluids in my IV and everything was fine very quickly. I have no idea what my blood pressure was like after that point.
I was induced for PIH (pregnancy induced hypertension) with my first DD and opted to get an epidural because all of the monitoring that was required essentially eliminated the ability to do other pain management techniques. Perhaps that's what she is thinking, too.

Epidurals are notorious for dropping blood pressure quickly. Dangerous for some women, but useful for those who's bp is dangerously high. Also, for mothers that are having trouble calming down during labor it can help by removing most or all of the pain.
I had to be induced because of high blood pressure, but never had an epidural. I had the baby without any sort of pain medication. From other responses, it sounds like an epidural helps to lower blood pressure, but it is certainly not absolutely necessary!
When I was pregnant with my son I had high blood pressure. My midwife warned me that depending on how my body reacted to labor (aka if my BP spiked) I would have to have an epidural. Luckily my BP was rock solid during labor and never caused a problem.
