Bike (for older kids) question

Each year, I shop for 3 kids for Christmas.  I decided to do all of the toys today since TRU is having 15% off your entire purchase.  Can someone tell me what size bike a 5 year old would need?  I don't know this girl other than her sizes, favorite cartoon characters, etc., so I can't guess by height.

    I think I'm going 16" and will be a gift receipt in there.  TRU also has an 18".
