New - question on preseletion of SN child in Ukraine

I know Ukraine doesn't allow preselection/pictures.  However, an agency has shown me a picture and making it sound like preselection, but I am wondering if this is waived due to being special needs.  I'm just a little nervous, but I know special needs often have pictures when others don't and get other fast track considerations.

Any help in researching the agency is appreciated.  I found a little on adoption.com but it wouldn't let me register.

  • Without knowing what agency you are talking about, it's hard to advise you. I strongly recommend you check out any agency you are considering on yahoo's agency research group (see FAQs for link). I found great information there, although that was several years ago, and I know others have had less luck more recently. I'd also do a very thorough web search to see if you can find any reviews or posts that mention the agency. Finally, see if you can get any information from an adoption advocacy group, like PEAR (Parents for Ethical Adoption Reform). According to the US Department of State's website (https://adoption.state.gov/country_information/country_specific_info.php?country-select=ukraine), the Ukraine does not allow the use of adoption intermediaries or agencies. With that at in mind, I'd proceed very cautiously. While it's true that special needs adoptions often are handled differently, I'd want to be completely certain of the process and it's ethical standing before I got involved.

  • I was trying to find information about Ukrainian adoptions not supplied from a agency, and bought you might get some good leads if you ask on FRUA (Families for Russian and Ukrainian Adoption) (https://www.frua.org/). I'm guessing the reason why there are agencies that claim to handle Ukrainian adoptions, despite what the US Dept. Of State website says is because they do your home study and help you prepare your dossier and for your in-country time, even of they cannot be involved in your meetings in-country until after you have a match.
  • I just came across this post on adoption.com that you might find useful: https://forums.adoption.com/ukraine-adoption/401832-anyone-contemplating-adopting-ukraine.html. Given the little bit I've read, I would be extremely cautious before continuing down this path.
  • I did see that latest post, and that was part of what made me nervous.  I just haven't found anything that clarifies the special needs preselection, but I do know they have successfully adopted to US from Ukraine (positive review) and that Ukraine handles SN differently.  *sigh*  I will check out those other resources.   Thanks so much!

  • I found the child through Rainbow Kids & the agency is Grace International out of Louisiana.

  • FWIW, they do have their Hague accreditation

  • I have never heard of that agency, and they might be fantastic. Indeed, being Hague accredited is a good thing. Their name makes me think of Resse's Rainbow, though; I hope they aren't hoping that people confuse them and sign with them based on the great things said about the other agency.
