My first DD said mama at 6 months. She didn't understand what she was saying, but she started babbling at that age. My 7 month old DD does not make any constant sounds and does not repeat sounds like "oh" when I say them to her, like my older DD did. I know all babies develop differently, but it is hard not to compare. My DD2 is ahead on physical milestones and does make sounds. When did your babies start babbling? At what age should I be concerned about this?

Don't be concerned yet! That's all I can say.
My daughter is 8months next week and while she is a constant stream of verbal noises she has no official babbles. No mamamama, dadadadada, bababababa. She doesn't repeat anything.
She's a reserved kid. Out in public she is calm and quiet soaking everything in. At home she's non-stop noises but even more so when left on her own...if we talk to her she stops and listens.
She just started saying "mum" and "mumma" but has never said mamamamamaa. It seems intentional based on when she says it...like she's calling me.
Keep in mind first-borns get more one-on-one attention and therefore are prompted to talk earlier. I am still thinking her first words will be "can you say dada, dada" not dadadada...based on the amount of time my husband says that to her lol.
TTC since May 2006. After 3 failed Clomid cycles, 2 failed Injectibles/IUIs, 2 failed IVFs and 1 failed FET, we moved on to adoption!
Last ditch FET resulted in BFP, and identical twin girls!
