I really like Katie and I love Elle, but I don't think
it's enough for a standalone name, or I'd just go with Elle for a FN. Elizabeth
is more so I can use Elle. Plus I like the flow of Katie Elizabeth.

Elle is definitely substantial enough to work on its own. If you want it as a NN for Elizabeth, it makes the most sense to move Elizabeth to the FN spot. It seems kind of silly to give a child a FN you never plan on using for no reason.
When we lived in the South, a lot of people went by their MNs or derivatives of them, but that was usually because the FN was an oft-used family name (to avoid being confused with his dad and father, both named John, he chose to go by his MN Michael). Either that, or they were choosing to go by the more significant MN (instead of being Ava #4, she went by her MN, a family surname, Campbell).
Names go in the FN spot for the purpose of being used. It's the name that goes on all official documents, etc. Obviously, you can do whatever you want, but I guess I myself wouldn't be comfortable giving my child all that hassle over the way her name flows.
I'm not sure why you would give her a NN as a fn but call her by a totally different name.
Color me confused as well... If you like Elle why wouldn't you just name the kid Elle?? What's the point of naming her something you are never going to call her? It's just going to cause hey headaches in the long run.

Either call her Katie or Kate, or just name her Elizabeth Kate with the nn Elle.
It makes absolutely no sense to call a child by a nn of their mn. Imagine the conversation she's going to have to have a zillion times "well, my mom liked the name Katie...but not enough to call me it... But she named me it anyway... So, I go by a rarely used nick name of my middle name."

I love both names, but I feel like Katie is already a nn type name, so why the need to nn her Elle? Also, I don't love nn for the middle name.
I could get on board with Elizabeth Kate nn Elle.
Or Katherine/Kate Elizabeth nn Katie.
