I second the PPs who say to get a prime lens (35 or 50mm) with a nice wide aperture. Prime lenses aren't too pricey but are made with high quality glass, so the pictures are unbeatable...just know that they don't zoom.
The link you posted seems to be a pretty good deal. Nikon makes good entry-level cameras -- I started out with the D40 and took a few years to "outgrow" it. For reviews on specific camera models or lenses, I use DPReview. Here's their review of the Nikon D3200. For what it's worth, I've never seen an entry-level camera not ship with a kit lens, so if you want a prime lens later, it would probably be a supplemental purchase. The kit lenses aren't bad, they just don't perform super well in low indoor light (which is usually where we find ourselves taking pictures of our babies).
