Snow Boots

Does anyone know where I can find snow boots that are smaller than a size 5?  I have been looking for snow boots for DS, however, I can not fine anything smaller than a size 5.  DS is a 3, but I would get a 4 and put 2 pairs of socks on if that was all I could find.  I was hoping to be prepared and not have to run out when the forecast calls for snow.  After all, we have had snow in October in the past.
