Toddler doesn't scratch?

My 21 month old has had his share of mosquito and ant bites, despite our best efforts to prevent them.  He has never once tried to scratch them!  I am glad he doesn't (don't want them to get infected), but then I have been wondering if it's normal not to try to scratch something that itches?  Does anybody else have a child who doesn't scratch?

    DS is 23 months old and he will poke at bites and sometimes make a distressed sound, as though they bother him, but he doesn't scratch. He does rub his eyes when they're itchy, though.

    Lurking, but when I took my dd to the dr for a rash I said "it doesn't seem to bother her or itch." And they told me babies/toddlers a lot of the time don't itch. Which I bought was weird.  :-??
