Cover letter and networking

Obviously, a cover letter should always be used when applying for a job. But what about when a friend/colleague/recruiter just asks you to send your resume for them to pass on? If there is no specific job posting would you still send a cover letter? What if there are a few different job postings that this friend/colleague/recruiter thinks you might be a fit for? So fellow working moms, I ask you, cover letter or no cover letter when passing along your résumé during casual networking?

I was just talking to my husband about this the other day. In his industry (IT) a large portion of jobs are sought and found through recruiters. It is expected that no cover letter will be given to the recruiter. He said when someone asks for a cover letter he usually just writes two sentences to the tune of "please see the attached resume." I think it only makes sense to include a cover letter for a specific position - in that case you can use it to address why this is a particularly good fit for you.

IMO, if it's not for a specific position and more to pass along then no cover letter is needed.
