Cup troubles.... Suggestions please!

We are having an awful time getting DS to drink from any sort of a cup.  He loves to take sips from our glass but it just really dribbles all over him.  So, I know he's interested in drinking but he just can't seem to understand the concept of sucking or tipping a cup himself.

We've tried a variety of different straw cups... he just chews on the straw.  I even bought a cup that has a nipple "like" top.. rubber but much wider and flatter than an actual bottle nipple.. and the same thing, even when I tip it for him, he just chews on it.  He never actually closes his lips around it.

The biggest challenge this is causing is that we want to transition him from formula to milk but he's started refusing his bottle.... he literally will only take a bottle when he first wakes up... NOTHING else during the day, and he won't drink from a cup.  I'm at a loss as to how transition him to milk when he can't drink from a cup and he won't take a bottle anymore.  Plus, he's not getting the liquids (or nutrition) he should be when he only take 6-7 oz a day!

Any suggestions??
