I can't believe they are being like this. As bad as it is though, you could very well be a trailblazer. And heck, there's always the media in the end (not that anyone wants to go that route for many reasons, but as a last ditch option...)
Changing school districts in NJ is not an option, unless we choose to shell out big bucks for a specialty school for children with special education needs.
Are you near any local charter schools? Also, for whatever reason the CST felt that a child needed another school program, not offered in the home district and it is considered least restrictive, the district must foot the bill for tuition.
Find out through your department of Family and Child Services if NJ has educational liasons. They work for the State not the department of Education and they would work on behalf of you and your children. They have the ability to make sure that thing are truly done ethically and fairly and as of 2013 every state should have them.
