Pants/leggings for babies with CHUNKY legs?

Anyone have a recommendation on where to get pants/leggings/legwarmers for babies with very chunky legs?  My 6 month old daughters is over 18 pounds and it's all in her thighs lol.  I just bought a bunch of cute baby pants/leggings from Old Navy - the 6-12 month do not fit at all and the 12-18 month are skin tight!!  Doesn't help we try to do cloth diapers when we can which makes her tush even bigger lol. 

We have some BabyLegs too which I was really excited about for fall but they are too tight on her thighs - leave marks and don't stay up.  Is she going to have to wear her older brother's sweats?  Lol.  Any suggestions of places to look would be appreciated.  Or should I just look at 18 month clothes?  TIA!

    We cloth diapered DD, but all 3 of my kids started at the top of the growth chart.
    DD we had to up a size in her pants for the cloth, and it helped a lot with legs too. The boys we always had to go with what fit. We never really looked at sizes because our kids never run true to age size wise.
    DS's are 8.5 and 6.5 and wear 10's and 8's. DD will be 3 on Monday and she's wearing a 6.

    My niece has chunky legs and my SIL gets her leggings at the GAP.  They fit my niece nicely.  She is wearing a size up from what she is though...and if they are too long, just fold them under. :)

    My DD's were 21 and 20lbs at 6 months, so I feel for you!  I second Baby Gap and American Apparel, but also love the Hanna Andersson wiggle pants.  Quite roomy and cozy in the legs.

    My 1 year old wears 2T or 3T leggings from Walmart or Old Navy. Just a little long, but they fit the legs. And leggings, IMO, are supposed to be tighter than pants. :)

    So....I realized I only wrote to answer if you should only look at 18 months clothes. Totally left off the shopping part.
