My oldest daughter turns 3 on Sunday. She is getting a new dress, some water color paints, a barbie, and some doll hair tools(Play curling iron, comb, blow dryer) She's really into babies right now and play food.
I teach 3 year olds and as a general rule, they love art things of all sorts: play dough, stickers, paints, crayons, markers, colored pencils, glue sticks, pretty papers, and things to glue on them. Additionally, a favorite art supply that is a surprise to most people are the bingo dauber markers.
Dry erase boards and dry erase markers are another favorite item (and are on sale right now too, bonus!).
Melissa and Doug make a water wow book that's pretty fun too.
Other than art stuff, they pretty much go big for anything "real'. Real lip gloss, real nail polish, stick on earrings, "perfume" (body spray), etc.
Little Man (4 years old---holy cow) He's the single greatest thing I've done in my life and reminds me daily of how fun (and funny) life can be. He's turned out pretty swell for having such a heartless and evil mother.
I almost always go with books or art supplies for preschool-age kiddos. Unless it's one of my nieces or nephews, in which case, they get some kind of musical instrument (and yes, I'm fully aware that I'll be getting paid back for that soon enough).

My daughter is real big on arts & crafts and learning materials right now. She loves her colored pencils, crayons, coloring books. Her newest fav is finger painting. If you are looking for something more $$ you could get an easel. Of course she is gaga for everything Disney as well.
Ditto the art supplies. Bingo daubers are a big hit with minimal mess. Target has a great musical instrument kit for $22 that is fun and not obnoxious.
G really likes moon dough and play medical equipment.
