Biting

My daughter has her two bottom front teeth.  She bites my shoulder all the time when I am carrying her around.  I firmly tell her "NO" but she doesn't understand and continues to do it.  Any suggestions to teach her not to do this, especially when she doesn't understand? I don't want her biting.

    DS also bites, fortunately it just seems to be just me so far. He's not really using a lot of pressure, more just mouthing me but those two bottom teeth are sharp! I'm waiting for the day he bites his sister.
