When this baby is born our DD will be 2.5. I think I want a double stroller, but I have no idea which one will work. We currently have a Baby Jogger City Mini and an old BOB Ironman. I think we'll hold on to the Baby Jogger. Here is a checklist of what we're looking for.
Double
Good for tall kids and tall parents (I'm 5'7", DH is 6'6" and DD is off the height charts at the Peds office every visit)
Can jog with it (and no, I won't be jogging with an infant)
Accepts infant seat with adapter for the new addition
I have the bumbleride indie twin. It meets all of your criteria. It is not a designated jogging stroller, but does have air filled tires and comes with a jogging strap. The 2013 comes with a universal carseat adapter.

The Baby Jogger Summit X3 double would meet all your criteria I think. I have the BOB Duallie and love it but it's not always the best for really tall kids.

FWIW, I had an Indie Twin and I liked it a lot but it just didn't cut it for me for jogging. I know that you can jog with it and people do but I just didn't like it for that purpose. I much prefer the BOB.

I also have the Indie Twin and love it! I have done some light jogging with it and love it. It is advertised as a light jogging stroller...the front wheels also lock. It is a great stroller that meets all your needs. It is our only stroller and I use it shopping a ton. It fits through 95% of department store aisles I've been in.
ETA: It also has one of the easiest to access basket I've seen on a double stroller. There is no middle bar, just a wide open access.
