DS first rolled @ 8 weeks, then did it a handful of times at 11 weeks. Now at almost 4 months (17 weeks) he never rolls over. He does, however, sit up unassisted on the couch. During tummy time he will wiggle is body in a 360 circle and can push himself backwards a bit. Recently he has been what I call "body surfing"... Laying on tummy and then lifting arms off the mat like he's "flying"... If that makes any sense? What is that about??
Has he just skipped the rolling over milestone? Is it bad that he's not doing it consistently?

There is a good chance that rolling a few times at 8-11 weeks is just by fluke...they happened to do certain things that made them flip over...none was intentional. In which case your baby just hasn't purposely rolled yet. No biggie at his age.
If it was intentional then likely just moved on to another task forgetting to practice what they know.
My daughter has a one task mind. When she learned to roll that's all she did for a week or two. There was no mistaking what she was trying to do. Then she stopped and did the next thing non-stop. I used to joke that she had her checklist and she was working through it, once she mastered it she would say NEXT and never look back.
At just under 6 months she put it all together this week and has been sequential rolling (back to front, front to back, back to front), sitting on her own for long periods while playing with toys, trying to completely swallow her feet, getting into a near crawling pose and making noises at every octave you could imagine! She now attacks her toys with a passion and gets a really good bounce in the jolly jumper.
Eventually they just throw it all together. My daughter did the body surfing too...just testing out all her muscles. At 4months your babe has lots of time to get it all sorted out. Just give them time to practice and watch closely as one day they will wake up and suddenly be doing it all like they have been at it for years.
