Both my kids didn't nap their regular naps at daycare, in fact my son only napped 20 minutes all day. Frankly though, I couldn't nap in that noise either. But when we drove home he fell asleep and they both needed to eat early as they were hungry and we ended up putting them to bed at 6:30! They normally go down at 7:45. Have you found with daycare they go to sleep early? My husband and I were surprised to have an extra hour to ourselves!
How old are your kids? Are they new to DC? It takes time to get used to and I believe in most toddler classrooms they require quiet time and have the lights out making it optimal for napping. I can understand in the infant room it's more difficult but LO's adjust. DC is also full of activities and can be tiring. I'm sure it's a phase or adjustment period. I would love it if my kids would go to bed an hr earlier v fighting me all.the.time they are not tired.

DD started daycare at 12 weeks - the first two weeks, she was so exhausted every day that she went to bed immediately after getting home.
She eventually adjusted to all the activity, and started taking (short) naps at daycare. We would get home by 6 and she would be in bed by 7.
She's transitioning to the toddler room right now, and the new room and playmates have her exhausted - half the week she falls asleep in the car and stays asleep as we take her out and just plop her into bed. We figure once she's fully transitioned, she'll adjust.
Hard to tell without knowing their ages. DS has always gone to DC. He didn't nap well in the infant room. But he goes to bed the same time during the week as he does on the weekends when he naps really well. Our schedule is that we get home from DC at 5:30, immediately eat dinner, play, bath time. milk, bed by 7-7:15PM
DD is exhausted when she gets home. She is in bed at 6:30, but we are up at 5:45am. I just roll with it. It does give me some more time to get things done, I just make sure that I get my quality time in in advance. Honestly, bathtime is our playtime

Hopefully the kids will adjust to the new nap settings because that is important (though I don't know how old your kids are). I'd give it a week before asking the daycare staff if there is a more quiet place your kids can nap - most toddler rooms have a designated nap/quiet time, generally 1:30-3:30. Peer pressure will probably kick in within a few days.
Regarding the hunger issue, if your kids are old enough - how about an extra cup of milk in a sippy that they could get just as you're scheduled to pick them up? That way you don't come home with two kids are the verge of hunger-induced meltdown?
The entire time my child was in the infant room (naps are on demand there), he was always exhausted as he barely slept more than an hour. Typically, we'd come home, he'd still be asleep in the bucket seat. I'd wake and nurse him at 8, and right back to the crib he went for the rest of the night. It got a lot better when he moved to the pre-toddler's room with scheduled nap.
