First time using sleep sack

Ok so this is our first time using a sleep sack an I have a question that I cant seem to find an answer to on the web,hoping someone can help me out. Im freaking out,I know they are safe but are they supposed to be that close to her neck?? She moves around at night a lot! So like it wont get tight on her neck right? Is this how they fit or did I get a size too small?? I did buy a small! TIA!

    I think it should be fairly snug so it doesn't slip over her head if she lifts her legs. We've used a woombie, sleep sack and swaddle pod...they all fit very snugly around M's neck
