  there is no cover letter option.  this is a federal position so you have to apply with usa jobs and the way you upload it, there's no cover letter.

  I actually would add it on the application as an explanation as to why you haven't been working. Not including it as a job, but add it somewhere. As a former HR person I'd be concerned about a 3 year job gap but would have totally understood a SAHM gap.
  
  
  ETA: On a resume I'd add it with an asterisk on the bottom of your résumé if you HAVE to add it to the resume. First choice - find somewhere on the application.

  Nevermind, I just saw that a cover letter is not an option in this case. I don't have any experience with fed jobs so I'm not sure what the best protocol is in that case.

  I've never added it to my resume or cover letter and have never had a problem getting calls from recruiters. They do ask about the gap though, and the Sahm thing never prevented me from getting interviews.
