3 year old won't stay in bed

Hello, 
I'm new to this board but I need perspectives from folks who go for the more gentle approach. I have two girls, 3.5 and 2 months. My 2 month old is having better nights than the 3 year old! She goes to bed around 7:30 after a fairly lengthy bedtime routine (45 minutes to an hour). But she won't go to sleep anymore. She's up every 20 minutes or so until midnight. Sometimes she gives a reason (I have to pee, thirsty, hungry, etc, etc) but sometimes she mutters something incoherent and we take her back to bed. She's still waking up around 7 and that just isn't good for her! I'm guessing she sees baby sister still awake (she sleeps her big sleep from midnight to 9 am for the most part) and wants in on the action too (DH and I watching TV). Big sister has *always* been a bad sleeper, but it had gotten better around 2 years old. She started waking a lot right before little sister was born but slept fine after. This just started a few weeks ago. After 10 or so bed escapes, DH gets frustrated and the whole thing degenerates into yelling. I'm usually preoccupied with little sister during this time because it's fussy baby hour. Any ideas of how to get her back to bed before midnight?
