IG etiquette question: is it cool to follow random strangers just bc you like their pictures? Or is that creepy? Like I never would've friended a stranger on FB based on their pics.

Same as mbm... I follow some of my favorite bloggers. Although I get a little creeped out when randoms want to follow me.
