  You may want to call either the hospital nursery or your pediatrician. I remember them saying if it smelt bad with ooze to call. Not sure about just the smell though!

  I would call the doctor. I wouldn't think that it should smell. To me, that seems like an infection.

  I would call. My lo chord never smelled, call the pedi.

  Could just be normal belly button smell. I know this is debatable, but try putting a swab with alcohol on it around the area (very lightly).
