Activity Tray/Easy reach toy storage

I am looking for something like this for my two year old who is front facing and likes to play with toys--especially cars--while in his seat.  I would prefer if he could reach his own toys.  Any suggestions are welcome!

    My only hesitation on any activity trays, is they have to be soft.  I have heard of accidents where kids have had one and hit their head on it during a car accident which resulted in hurting the child worse.
