Red spots on her thigh

Three weeks ago I noticed a red spot on my daughters thigh about where her diaper sits. A week later she had a check up. So I mentioned it to her doctor. He said it was from her diaper rubbing it and to put aquaphor on it. So I put it on almost every time I change her diaper. Now she has 2 spots. Same leg, maybe an inch apart. Its been 3 weeks now. It seems to look a little better first thing in the morning, but by the end of the day its very red again. I have been thinking about calling the doctor. But i thought i would see what you ladies think first.

    Hi!

    The only thing I can think of is heat rash? I would presume there would be more spots than just 1 or 2, but just a thought.
