Do what you think is best for baby. If baby cannot breath why on earth are you not using the asperator or anything at all? Even if I have to suck with my mouth I would but there is Nosefrida which works the same but you don't come in contact with the yucky stuff.
Why did your pedi say no aspirator? I would definitely be asking more into that...and now I am curious as to his reasoning? Or did he just say no, and you said "okay."?

i agree. We also elevated the mattress by putting a (pretty flat) pillow under one side so that DS is sleeping on an incline, and that seemed to help him a lot.

He says that it causes inflammation of the nasal passage, which only serves to increase the stuffiness. I'm on board with that.
I think that is only if used improperly. And most likely with a bulb aspirator. Have you ever tried other aspirators? Nose Frieda is disgusting in an idea, but in reality, it works amazing, and is really less invasive in their nostrils.
I also usually put my child on the ground, with her head at my crotch and her arms under my legs to avoid her kicking and flailing, which usually causes the aspirator to bump farther than it should and cause inflammation. Sounds horrible when I type it out, but it doesn't bother her too much.
