Pulling other kid's hair

So I have THAT kid. The one that goes around pulling the hair of all the other kids at story time. I've tried telling her no, redirecting, but she's still doing it. Any advice? I don't want to not go to these things with her, but it's getting to where I'm afraid to take her out with other kids.

    Our son used to slap people in the head...I still think that it's because my husband's bald & he likes the noise it makes. We taught him how to do "nice, nice." My father-in-law taught him how to pet the dogs. Now he'll come over to me and pet me like a dog instead of slapping me. He did it to a baby at story time last week. It was pretty cute (although I was afraid he was going to slap the baby in the head)  :)
