I put my 4 month old in the exersaucer with a blanket rolled behind her. She is tiny in that massive seat opening but she can hold her head up for a good20-30min no problem and loves looking around and poking at toys. It gets her off her head/back!
She goes in the jolly jumper everyday for 2 weeks now. It fits like a glove so provide support, again she can hold her head up and is strong enough to 'stand' with the help of the jolly jumper. A jumperoo maybe different as it doesn't fit like a jolly jumper but has the huge seat like an exersaucer...so the bouncing may not be as safe if she is so small in the seat.
DS has had great head control pretty much since birth. Once he was able to sit well assisted, I rolled a receiving blanket for his back and put books under the jumperoo. He loves it. He doesn't need the blanket or the books anymore. I think he was able 3 1/2 months when I started.
They don't need to be able to sit as long as they have good neck control. My baby used her jumperoo from around 4 months I think? She loves the jumperoo, I highly recommend one.

LO has been in jumperoo since he could hold head up easily - he's been actually jumping around since 4 months.
