You can switch over whenever you want - most convertible car seats are safe for infants right from birth (just not as convenient as the infant seat because you can't lift it out of the car). We switched over before 6 months because DD was always trying to sit up in her seat (she doesn't like to be reclined).
We switched over pretty early because at 10 weeks, DS was already 17 pounds and was pretty tall. We went ahead and installed a convertible in my car. So, since he was about 3 1/2 months. We kept DS1 RF'ing until he was 21 months, he started planting his feet in the seat and trying to push back, so we turned him.
We are getting a convertible car seat over the weekend to rear face DS...he is just 6 months but is really long and he just looks uncomfortable in it...plus I'm tired of carrying a heavy baby and a heavy car seat!

We switched DS when he was 7m. He was 28"+ when we went to his 6m check-up. Our infant seat is up to 30" and I could tell he was reaching the height limit soon.

Well, your carrier has a limit of weight and usually height. If your 7 month old has surpassed the weight limit (some of them are only 22 pounds), then you need to switch them to a higher weight limit car seat.
Some people don't even use a carrier, and just use a convertible from birth.

We are ordering one right now. H has had a convertible in his truck for several months. LO prefers to use the convertible so we decided to get one for my car.
LO is only 15lbs at 6.5 months, but we switched at 5 months because the carrier is so awkward to hold. I prefer carrying or wearing her. If she had been a summer baby I would have used it from birth (my convertible is rated for as low as 5lbs), but it was nice to have the seat warm inside.

We haven't yet...I just can't justify spending money on another car seat when DD is still below the height and weight limits for the one we have. I don't really use it like an infant seat much- I haul her to/from the house to the car in it, but otherwise I usually just take her out and leave the bucket in the car.
DS will be 9 months on Saturday and we are still using the carrier. I think he's almost over the height limit, but a good 10lbs off from the weight limit.

Which states? Do you have a link for this information? I ask because I was just reviewing a list of child restraint state laws, and for the ones that actually mention rear facing specifically, 1 year old and 20 pounds was still standard. I want to see if my list is outdated.
I haven't heard of states changing laws yet either. I'd be very surprised if they do.... The 2 year thing is a recommendation from the AAP. I'm just going to use my judgement as a parent.
Personally, if you CHOOSE to ff your baby before the child has outgrown the convertible seats rf requirements, I think you're incompetent. They are 500 plus times safer rfing, their little bones are not developed and can not handle the force ffing in an accident. But hey it's your kid.

What she says. Internal decapitation is no joke. The spines haven't even fused yet. They don't fuse till 4 which is why we RF till 4. I don't even want to hear the "well we did it as a kid and were fine" excuse either. It's dumb, safety changes. Period. Extended RF is best. Why do people not care about the safety of their children?? I'm not being harsh, but the research says that by FF they are no longer safe.
Anyone have links to research about getting rear ended with a child in the back seat? You'd think RF wouldn't protect them in that situation. I'm not turning my son around and he's staying RF but I am curious...
Just to clarify I'm not talking about switching her to front facing seat , just from the car carrier to the seat that stays in the car and faces rear... Thank you for the thoughts everyone, I've been wondering when to do with daughter since its getting heavy and she is getting really long.
