Wow! Please don't send it to me! I just looked into it a little bit, because quite frankly I have no idea. Apparently, you can be fined up to 100,000 or 6 months in jail simply for having one.
Because though its nice to let the baby be mobile yet contained. It does absolutely nothing to help the baby actually walk. They sit and scoot. Essentially like a ride on. It doesn't work the same muscles unless the baby realized they need to actually stand to walk which many don't.

DS used one from 4 months to about 8 months and loves his. He walks on his own now and is way too big for it but when he used it he loved it. We didn't keep him in it long, maybe 20 mins in the evening when I was making dinner. It entertained him.
Is it one they sit or one they push and walk behind? D hates he kind you sit in but he loves walking behind it and pushing it. He also has a fisher price scoot car/ walker thing that he likes to push.
Keith had one and loved it. I liked it too because I could keep him contained while I cooked or used the bathroom. It had no effect on his walking, he took his first steps just shy of 9 months. I think they are fine so long as you don't let your kid live in them. Like everything else I think moderation is key.
I have gone by Canadian rules of them being banned, and have never used them with any of my kids. Summer was walking at 11 months, Leah at thirteen and I expect Eryn to be somewhere around there.

We do this on the deck. We have gates for all the stairs and let her move around in it. She does actually stand in it to move forward, but we don't let her in it very long.
Have one, love it. Got it for Charlotte when she was just 7 months old. DH still uses it with her a lot; I don't so much. Our only set of stairs is blocked off (they are in the kitchen and we have a baby gate keeping her out of that entire room.)
Also, she started pulling to stand at 8.5 months, cruises the furniture with one hand and flat feet, and has just started standing for 2-3 seconds without support. That is to say, it hasn't hindered her walking progression.
Lastly, and I know people say this about a lot of things, but I had a walker, walked at 9 months, and ran a marathon in 2011. So clearly I came out okay on the perambulation front. ;o)
DD has used one since she was about 5 months old. She loved it and still loves it, though she doesn't use it much any more now that she crawls and cruises all over the place. She is having no issues moving on her own and is right on track. I am so glad I bought it for her to use.

It's not an obsession, I am just trying to help my son along. I can tell he wants to walk, but just needs the extra help. I am a FTM and I like to see if he is on the same page as the other babies his age. I know all babies develop at different speeds as well.
Jumperoos supposedly do the same thing. It's really a matter of choice whether you use it or not. I used one when I was a baby and I do just fine. Chloe would have one if we had enough space.
I don't really see a problem unless baby is in them several hours a day.
Eta: Jumperoos doing the same thing meaning inhibiting some muscle development in legs ect.

The sit in ones can be dangerous around stairs (my brother fell down a set in his years ago). We went the exer-saucer route.
Though I don't see how her push-walker (the kind she stands & walks with) is any safer around stairs.
