A family I nannies for had the same thing happen to their son when he was maybe 8 months. He had apples with cinnamon and got the rash around mouth. His mom was a doctor and knew to avoid cinnamon again since the rash around mouth can be first reaction and then second exposure can lead to breathing issues. They kept an epi-pen handy just in case.
They avoided it for a few months then had allergy testing done and he was clear of cinnamon allergy. He never reacted again after that.
So there is a chance it was just a contact reaction not an allergy. But, play it safe and avoid then have her tested to ensure next reaction is mild or no reaction.

My DS1 had a cinnamon allergy. He outgrew it around his 2nd bday. We still have peanuts.
